when you have small children living in the house because of slow payments?

They can only disconnect for NO PAYMENTS not slow payments. Unless you paid past the cut off due date. Then you have to request special consideration BEFORE they cut off your power NOT AFTER. Go to the Dept. of Social Services HEAP program they can help you pay your utility bills.

depends on "how slow" or behind your payments were. Call the tv station in your area and ask for their legal department and ask that question. If it's illegal you'll be put on tv and embarass the heck out of pg&e and get an apology and some help.

You can go to your county, sign up and get help as they pay some utility bills.

Depending on the circumstances, yes they can, unless you contact them and make special arrangements - why do you think you don't have to pay your bill just because you have small children - the rest of us just scrimp someplace else (usually on food) if the electricity bill gets too high. Maybe you need to change how you use electricity to reduce your consumption and not be in this pickle?

duh yes!
you should be ashemed trying use your kids as a excuse.
oh and allso children services might take your kids away if they are living in unfit conditions like no electric heat water etc.
so no you cant use your kids as a excuse to not pay your bills.
