For software to design pages? My order of preference is:
Macromedia Dreamweaver - The Big Daddy of them all, it's awesome.
Microsoft Frontpage - The 2003 Version is very good.
Nvu - Free program, has many good features, but not as full blown as the other two. But you could do anything in it.
You're choosing a tough market to enter, filled with big boys..Choose a niche, and go for it.

I can only say that depending on your comfort level with html, design, knowledge of web site tools, etc, determines what road might work best for you. I know of some that would use ebay as there primary mode to do just what you are considering. That is a viable option.

I personally like to code mine in raw text... so many of the other programs add in so much garbage it makes it hard to edit things with out using the program as well as some things can't be done with some of the programs out there... but it is easier and quicker.. some people will say... I guess it really just depends.. but for me personally I found it was easier to learn how to code "in the raw" that to learn dream weaver, SQL, VB, java or anything else... they are just so expansive and take a ton of reading..
