Even if there was a way, if your kids are bright enough the could still use windows explorer or configure the taskbar to auto start explorer.
A better solution is to set up user accounts for the children, and configure it not to have limited or no access to the internet. From the new account, configure the internet options or activate the content advisor for the new user account. Then, from the main (your account) configure the new account to not have access to the control panel.
You could also disable internet connections for the new account.
As noted, access to the internet is gained from several sources, so just removing explorer from the new account will not solve the problems.

Well, no, not for IE, but there are plenty of ways to do what your asking. If you have XP, you can easily create a limited account for the kids with all the games they could ever ask for on it, and restrict it to have no internet access whatsoever. That's the only foolproof way. Otherwise, if you only prevented access to the browser, and they are fairly intelligent, they could easily get a browser from a friend and use it. But if you block the internet, there is no way for them to access it. But if they are really really bright, they could just hack into your administrative account. Haha. They won't. I'm only kidding. But it can be done of course.

A better way would be to make another User Account and deny access to the Internet... when you leave home, log into that account (or just tell your kids the password). When you're back home, log back into your Account.

I don't know but we have ours set up so they can't turn it on unless we turn it on for them. Just keep an eye on what they are doing.
