I predict that Hizbullah will kidnap more Israeli soldiers in the future or fire rockets at Israel and by that cause them to retaliate again and destroy Beirut again. so why should Beirut be rebuilt in the first place?

I predict Zionists are going to invade other countries including Lebanon again. So Lebanon government and of course Hezbollah should be ready for defense.
Lebanon civilians are brave and powerful. They rebuild their country and defense it very well. If Zionists want to invade them again they will pay for it worse than this time.
Also, Zionists are killing, running out people of their country, kidnapping women and children of their home, etc. so arrested two soldiers in Lebanon soil by Hezbollah is their right for defense their country and exchange them by thousands Lebanese and Palestinian civilians who are kidnapped and hold in Israel jails.
