dragonwychy is correct, that it was Ray Tomlinson. He was, however, not actively working on that for the government. Probably, he was goofing off, and stumbled on it.

According to Wiki;
At first, his email messaging system wasn't thought to be a big deal. When Tomlinson showed it to a colleague he said "Don't tell anyone! This isn't what we're supposed to be working on."

American Computer engineer, Ray Tomlinson invented internet based email in late 1971.
&
Tim Berners-Lee was born in London, England and graduated in Physics from Oxford University in 1976.
Tim Berners-Lee was the man leading the development of the World Wide Web (with help of course), the defining of HTML (hypertext markup language) used to create web pages, HTTP (HyperText Transfer Protocol) and URLs (Universal Resource Locators). All of those developments took place between 1989 and 1991.

The government. They wanted a system through computers which they could communicate with one another, and instead invented the internet for all of us to use.

Voila! I'm suspecting e-mail was one of their first communication systems, but it probably wasn't called e-mail.

Nah, just joking. I believe it was developed by the military with the original arpanet (parent to the Internet)
