It depends on how nice of a steak house you are going to, but I would imagine that a simple summer dress and flats would be appropriate.

I'd say nothing too fancy.
Perhaps something comfortable, but make sure that it doesn't seem like you don't care where you're going.
It's pretty casual anyway,
but if you know that the person/people you're going with like to dress down, then there probably isn't a reason you can't.
But they're known for their fashion sense or better dressing, then you should probably dress up in something "comfortable chic" like wearing khaki capris, a casual blouse, etc (something that says "I'm here to have fun, but I'm here to look good, too")

It depends on the occasion and how fancy a steak house it is. Who are you going with? If it's a Friday night date and the steakhouse in expensive then a nice dress (not long) would be fine. If it's a work-related invitation, I would suggest a tailored suit with a fancier blouse. Again, it really depends on the occasion, who you are going with, and how fancy or expensive the restaurant is.

I might be the only one, but I find that girls my age either dress uber-slutty or way too casual. I personally like to dress nicely when I go out to eat. A long dress would be perfect, in my opinion.

Flats are certainly appropriate. You want to look clean and neat, kind of what you might wear to church. But if you're celebrating a special occasion, you might want to dress for that like its a holiday or something.

dress to suit your mood. if the people your going with are dressing formal then dress formal but if casual is ok then dress casual and comfy. and yes flats w/ a long dress would be fine

No, seriously, whatever you feel comfortable in. My girlfriend wears jeans and tees and sneakers. It is not like it is gourmet food or anything where I have to wear dress pants and ties and shirts and women have to wear dresses and stuff.
