The fan of any computer, laptop and desktop alike, should always be on while your computer is running to prevent your CPU from frying. The only difference is the speed at which it is running, which varies depending on how demanding the program you are running is.

Hi there...it depends if it's a PC or Mac laptop too. PC laptops tend to stay on low speed until the processor heats up from either processor and memory-intensive usage and/or if the weather is higher than normal conditions designed by manufacturer's standards. Macs on the other hand (if it'a IBM chip not the new Intel chip models) will only turn on with memory and processor intensive usage and have 3 levels of fan output--low, med, high. Some PC laptops too, however it depends on the manufacturer's specs.

It normally turns on after a few minutes of running when it gets hot. It usually stays on from that point on depending how cool is the area where your labtop is. Sometimes if its cool enough it will turn off for a little while. Also, if you are blocking the vent it will stay on longer. And possibly shut off your labtop to prevent further overheating.
