Ella Fitzgerald or Billie Holliday. I was going to say Patsy Cline but I think her first hit was after 1950.

Technically, I suppose many would consider Edith Piaf to be one incomparable female Voice of the early 20th century.
My Fave of that era would be Bessie Smith, Big Mama Thornton, or Billie Holliday. the Blues Ruled from the 20's to the 50's.
