I was able to work on my British accent by watching BBC and trying to sound like my favorite British personalities. Here's a link to the BBC America website which will help with you vocabulary and the whole cockney rhyming slang bit.

Probably - but (speaking from experience) it's best to listen to people who speak that accent naturally when you're trying to pick up an accent. Listen to TV shows or movies with a lot of Brits.

I learned an all-purpose accent quite young by watching The Princess Bride (for example) over and over and mimicing them. Listen to how the words are pronounced, the rhythm, the pacing, etc. Reading about it can only help so much.

Watch My Fair Lady 800 times until it fills your head. Practice saying it along with the actors. You can't sound any more British than Rex Harrison.

I rather doubt you can 'learn' such a thing...with or without a websit. Doing proper accents is much like acting itself.. you either have it in you, or you don't.
