Wow, that's a hard one. Most Petite inseams are between 28-30".
I assume children's clothing is out, not being mean, just that she wouldn't want to dress that young. The only things I know of with a 24" inseam are capri's, cropped, and 3/4 pants. I don't know how they would look to be worn as full length pants since the knees of the pants would probably fall below her knees. It might be worth a dressing room try on, if she hasn't yet.
The only thing I can think of is to buy the petites, and have them hemmed at your local dry cleaners or seamstress if the store doesn't have the option to do it through them. Some stores will have clothing altered for free through them.

You can try petites, although for her size (6-8?) the inseam is usually closer to 26".
I never find pants that are short enough. I just pay the few extra bucks and have them hemmed by a tailor.

Buy the correct waist size & re-hem the pants for whatever shoes she wants to wear!
It's a simple task & takes only minutes to do.

I don't think you can buy them already like that... you would have to buy the average size pant and bring them to a seamstress for adjustments.
