Penis envy was theorized by Freud. Freud came from a society wherein maleness was considered superior to femaleness, and those who had power were men. Thus, it is understandable that he would tend to assume that females are envious of males, and that many of their problems are related to wanting to be a man. Perhaps this is even true for some of his patients. But empirical analysis by psychology at present offers very inconsistent, even contradictory evidence, for many of Freud's theories (except perhaps of the existence of the unconscious itself).
The problem with psychoanalytic theories is this: they protect themselves from disproof and falsification. If you ask a woman now if he would want to be a man, with the power, dominance, or importance ascribed in the symbol of the penis, she of course would say, no. But Freud would reject this answer because it's "denial," and because, supposedly, penis envy and sexual impulses are repressed into the unconscious and not readily accessible in the conscious mind.
Given the obvious bias that Freud had, Karen Horney, with her own brand of psychoanalysis, rejected penis envy, and (perhaps in mockery) pronounced the existence of "womb envy" in males. That males would envy females because they allow themselves to be (and society accepts them as) loving, nurturing, and receptive, and because of their ability to bear and nurse children.
Males and females don't have exlusively male- and female-typical characteristics and yearnings. To think otherwise, that maleness is maleness, and femaleness is femaleness, and never the two shall meet, is an unhealthy assumption that brings imbalance in character. Females do need to be dominant when necessary, and males need closeness and vulnerability at times. I think the inter-gender envy, and even resentment, comes when we don't allow ourselves, or society doesn't allow us, to transcend these stereotypical attributes. This could be a factor in feminist anger, men's misogyny, and hatred towards homosexuals.

Penis envy is usually attributed to a Man who thinks his too small-not something felt by women in general. Can also be attributed by woman that wants to a man-thereby envious of man's penis.

well.. it is a freudarian theory of the subconcious mind so there is no practical way to find it out. so i guess it may or may not exist!! some women researchers are saying that men have womb envy! oh well hope this answers ur doubt. bye

Guys have it too when they think their size is inadequate. But size is not the most important aspect of sex.... function and skin texture is where it's at.
