It certainly wouldn't stop in Florida or in any other state. It is illegal for any flight to Cuba to stop in the U.S.

THE US AND CUBA HAVE NO DIPLOMATIC RELATIONS THEREFORE IF YOUR ARE TRAVELING TO MEXICO FROM CUBA YOU WILL DEFINITELY NOT STOP IN FLORIDA, USA . SOMEWHERE ELSE ? MAYBE!
