Victoria's Secret or the ladies at the department stores. basically a store that sells bras would have workers that know how to measure your bust-line. but not Target :P.
and no one should charge you money for just a bra-fitting.

Department stores usually have someone who can do fittings. So do specialty shops that sell bras for special occasion dresses. They usually have everyday bras too and have people who are trained to fit you.

Do it yourself. First, take off your shirt. Then get measuring tape and measure right underneath your breasts. Add five if odd and six if even. Then measure over your breasts. Add five if odd and six if even. Subtract the first number from the second number. AAA=0, AA=1/2, A=1, B=2, C=3, D=4, DD=5
