I do not even think it is ethical for your manager to accept a gift like this. My husband would never accepts such a gift from a subordinate. A card with a tasteful joke, and bringing in a cake to share would be more appropriate. I am surprised your company does not have a rule against giving gifts.

* Is he a good friend?
* Are you a top leval employee?
* Is everyone else giving him something?
* Would your coworkers look at it as sucking up?
my suggestion is go in on a group gift and also get him a cake from everyone.
