lipgloss when they are 10 -13 then at 13 or 14 they should be able to wear a little make up.

I knew how to put on make up since I was like 13 years old because I took a cosmetology class before. But I only started using it when I was already in college because I don't wanna feel regretful later in life when I'm already old. I don't actually wanna see my skin look older than my age just because of cosmetics.

It depends on the girl and her parents.

I would say at least 12 for my daughter for light makeup on her lips and eyes. No face makeup, it clogs pores. She'll have enough skin problems soon enough without speeding it along by wearing makeup. Around 14, she could start wearing powder and blush, at least 16 for concealer and foundation.

If you are ready to wear makeup, and your parents don't think you are old enough, compromise with them. Ask about lip gloss instead of lipstick. Mascara without shadow or liner. Whatever it is that you are wanting to wear, you have to be reasonable. Don't try to go from a clean face to heavy makeup all at once. Besides, heavy looks bad. Light and natural are much more attractive on women, no matter their age.
Talk with them about setting up age limits now, then when you reach that age, you know what you can wear and what you can't. Remember, they are still in charge so you have to respect their wishes, or get in trouble.
Suggest an agreeable time frame for each product, maybe starting off with one or two things, then adding one every 6-12 months. Start with something basic, lip gloss would be your best bet. It's easier on your face and your parents to go slow. This will give you a chance to experiment and learn about each product as you add it, how to choose the right colors for you and how to apply it properly. It also gives your parents time to get used to you wearing makeup a little at a time.
Then when you are ready for the next step in your makeup regime, you have an idea what to look for. If your first product is lip gloss, you'll know that some colors look good on you, and some don't. Then when it's time to choose lipstick, you'll know what colors to try, and what to avoid. If pink is what flatters you, you'll know not to buy raisins. Since lipstick is heavier than gloss, the colors are more definite and bold.
If you get to try mascara before eyeliner, you know to match your liner. Maybe a brown/black looks better than a true black.
One light eyeshadow color before multiple colors, you know that nudes look better than pinks, so you don't buy dark pink shadow.
It's about finding a balance with your parents. Something that can make you both happy. Add a little at a time, starting with light colors and application. Don't go crazy with loud funky colors. They can look clown-ish, and really P.O. your parents.

clear lip gloss 12 - 13. All other make up: 16 and only in moderation with Mom helping to make good application decisions.

It should be based on each girls maturity level. The most important fact a girl needs to understand is that makeup is used ONLY to enhance your looks, NOT to make your looks. A girl should always know that she is beautiful from within first and makeup is used only to enhance that!!!

I started wearing makeup when I was twelve. Just a little lip gloss and eye shadow, and I'm pretty sure i would have looked much better without it. It really comes down to what your parents say you can do. and can't do.

I say at least double digits (10 and up)
but kids 10-12 should only wear a little makeup (just for fun or whatever)
