Can anybody start a .* domain. they have .edu, .com, .gov, .every country. can just anybody make one?
when we get a domain, were does the actual company submit the info?

The top-level domains (TLD) -- .com, .edu, .net and so on -- are pretty well standardized.

If you had your own namesever, you could configure it with your own made-up TLDs, but the problem would be that no other nameserver on Earth would recognize them as legitimate. Basically, only clients on the same LAN as your nameserver would be able to find hosts under those domains.

.edu, .gov are all restricted.. but otherwise anyone can get a .com, .net, .org, .info etc..
