Utter nonsense. The world's greatest civilization, China, has been in continuous existence for 4000 years. Roman civilization lasted more than 1000 years in the west and more than 2000 years in the east. Egypt lasted 3000 years. It could be argued that "Western" civilization, i.e. Western Europe since the Dark Ages, has already lasted more than 1000 years and is still going strong.
So where does this 200 year average come from? Like the rest of the quote, it comes from the author's mind, not from history.

It's not bad...but sometimes civilizations are just outdone by subsequent ones. Take England for example. I don't think they are in apathy, dependence, or bondage and we passed them long enough ago that if your quote held true, they'd be in bondage by now.
...and certainly Rome lasted far longer than 200 yrs....but your quote is worth looking at nonetheless.

I would put us at complacency to apathy
lots of us are well equipped and entertained, but many if not most are disengaged from building society. We would rather watch TV or play on our computers than DO SOMETHING.
Time enough to change if we wake up.
