Unless by leader you mean militarily only.

Due to ww2 every power in the region is paranoid of japan. If japan changes it's constitution to allow offensive actions there will be an arms race that will make the us-russian arms race look tame. In no time japan would have a large carrier force again china would respond in kind. This response will force us to increase our forces there and small countries will build big navies in response to the big 3 us,china and japan. Better to keep status quo.

Well, Japans military is very powerful as it is. It is...well a really good deterent to say the least.

But yes, their constitution limits its scope (what it can be intended for).

Let's just be clear though, Japan could couquer all but a handful of countries on the globe with its "wimpy deterent" force.

ADDITION:
Everyone knows that Japan can go from non-nuclear to nuclear in record time.

Japan has an enormous amount of capital, and can really turn on a war machine if it needs to.

I think it would take some pressure off of the US if it did build some military.

Well, I'm not one of those blame America first people but this time it is our fault. The surrender terms of WWII forced the Japanese to write a consitution that limits the Japanese Defense force in size scope and action.

Over the years the U.S. has taken the responsiblity for the Defense of Japan. Now they are dependent upon us for that and only the threat of attack by North Korea is creating any interest in Japan for changing their consitution.

Then there is China they would not be happy with a Militarized Japan, they got their butts handed to them by the Japanese during WWII and don't want a round two.

Japans economy is large enough to finance a Miltary Force that would dominate Asia. South Korea, Tiwan, China and Russia would find that alarming.

their Constitution want let them yet .but what with all the stuff going on with china they are changing that
