if youre even talking about a car/truck engine I would have to say its locked up. If it has say for 7 years its most likely locked up. Whatever the not getting fuel may be you could have a fuel injection or fuel pump problem.

You need to give more information. If its a carb. then it may be bad. Or the fuel pump may be out. Or if its a little newer, then the in tank fuel pump may be out. There are 100's of things it could be, you need to add some more info about the engine.

if it has been sitting for 7 yrs you have lost your compression, that's why it will not run. take the plugs out 1 at a time. and squirt a little oil in the cylinder same thing to all of the cylinders put the plugs back in then spin your motor over it should keep running this time. the oil lines the cylinder so that it will not leak back building the compression back up.

so you are going to catch your self on fire eh! Mechanical fuel pump diaphrams dry out crack. remove the air filter assembly see if fuel is getting to the carb. Hold the 1'' fitting at the carb inlet and break loose the 9/16" fuel line don't twist it! loose and crank fuel should pump out now remove the line pull back and remove the 1" filter cover look at the fuel filter.

if it has been sitting for 7 yrs and had fuel in the lines and fuel tank, then it turned to varnish and plugged everything up. clean fuel tank, fuel lines, replace fuel pump and filter, rebuild the carburetor

You probably need to flush out the gas lines. Because the gas is old and when it get 2 or 3 years old it turns to thick varnish

You didn't say what year it is. After sitting for so long, it could be a number of things. The hoses and lines are probably all junk.
