There may be some emotional reasons he is not going through with it. He may not be ready for it, or other things may be going through his mind.
You should not want to make someone do something they are no comfortable with.
Personally, I would only want to be with someone that wanted to be with me.
I would just give it time, and if it never happens then you will know.

Honestly, he must be insecure about himself, CUZ GUYS LIKE TO HAVE SEX! Maybe he has performance anxiety, or he has a small thingie, or maybe he came in his pants while you two WERE JUST TALKING ABOUT IT! His problem/not yours!
