The term 'Program' is used as a singular in some sense & as a plural in some other sense.

Here is how the term is used:

1 . An agenda, plan or schedule.

Synonyms : agenda, schedule, order of events, procedure, plan, curriculum, syllabus, scheme, project.

2. . A series of planned projects to be undertaken.

In this sense it is plural in number. So as a subject, it will take verb in plural too. (verb agreeing with the subject). CONCORD

So, The program ALLOW its users to...' is GRAMMATICALLY CORRECT. No doubt about it!

It depends on the context. In the present subjunctive, imperitives or commands change the normal rules of subject/verb agreement. So if the sentence began, "It is necessary that the program allow its users to...", then it is perfectly correct.

Yes, the 2nd choice is better, but "The program allows users" allows /you/ to avoid the awkward usage of "its".

nope the correct one is the program allows its users. because the subject program is singular so it shud have singular verb.
