I think the normal one has a sex scene and the other one is blocked out.

Grand Theft Auto:San Andreas Special Edition has an exclusive film DVD made by Rockstar North called SUNDAY DRIVER.thats the difference

I have the special edition and the only difference is that the special edition comes with an extra disc that has an introduction to GTA San Andreas and also a bonus feature about real-life lowriders.

No 'Hot Coffee' mod. Which I don't see why people made just a big deal about it, you have to have extra things added on (if you have Playstation).
