I'd like to send flower seeds to a friend in Canada. It occurred to me, however, that I might not be allowed to send them out of the U.S., and/or Canadian customs might not allow them into Canada. I searched all over the U.S. Postal Service website but couldn't find anything about whether a seed exchange is allowed or not. (Maybe I missed it?)

If anyone can help, I'd appreciate it. BTW, they are not a large quantity, nor were they any type of business transaction. I'm just sharing a handful of seeds of a flowering perennial (Mirabilis jalapa) that a Canadian friend said she'd like to try growing, and I happen to be growing myself. :) If seeds are not allowed thru the mail, for some weird reason, then when I fill out the customs form, I won't say that the contents are seeds.

I see no problem sending flower seeds as long as they aren't pot seeds. The dogs can smell them and they will catch you at your own postoffice.
Take your seeds to your postoffice and have them put them in a package for you to send.. I sent parsley and other spices to my friend in Arizona and they look like pot so i just took them to the post office open and let them wrap them up.. that way if anything was said they knew what was going on..
I really see no problem sending them to canada . No one will know what you are mailing anyway..

I'm not 100% sure, but I don't think you can, unless you get a permission from the custom. I even thought that you were not supposed to bring any fruit containing seeds, like apples, to the other states within U.S. Canada is a foreign country, so mostlikely, perhaps you are not allowed to do that. You should check with U.S. customs agency.

I have taken plants to a friend in Canada and had them inspected here for import there. The concern was soil -- I was taking Iris tubers and they did not want any soil. Based on that I would think it would be fine. Just to be on the safe side -- no opium poppy seeds.

seeds are fine, just remember to wrap them in insulation like a layer of thin foam or bubble wrap, because along the way the mail may be exposed to extreme temperatures, which may kill the seeds.
