I have a friend going through an appeal, looked up his case and it states that a memorandum decision was affirmed as modified. I don't understand what that means.

A memorandum opinion is a short opinion or order not written by a particular judge and not intended to have precedential value outside of the case it was made in.

Affirmed as modified means they agreed with whatever changes were made.
