Microsoft (free domain and hosting for life) ,
Google (Googlepages, Blogger) ,
Yahoo (Geocities),
Freewebs are some of the companies offering free websites with design tools .
u can popularise it by using GOOGLE ADSENSE program and other such programs

You can create your own web site with HTML . There are many online tutorials to help you with html but one that i know off hand is xpress.html.net
and to make it popular .. u have to get it out there
since you have a yahoo account you can create your own web site in geocities ...

To make it become popular is not easy way, but you can try banner exchange, submit your url to search engine(like yahoo,google,etc), and free traffic programs.

you buy a domain name and get it hosted with godaddy.com or 1and1hosting.com
they're the two best in the world. and it all includes things you can build for your site.
