Main Possibilities:
- Mildew or mold growth. Scrub off with a brush and a paste made of salt and water. Clean the tank and double check basic cares given.
- Scutes (scales) flaked off and are revealing the underlying bone. Bad case of shell rot, should be seen by a vet.

Do you have the proper UV lights? They are important to shell health.
Do you have a place for the turtle to get out of the water and dry off? Also essential.
The correct diet is also necessary. If you don't have the proper nutrition for your species, he will get sick.
White shells are common for all these things. Go to a reptile vet immediately. Have them teach you about keeping a pet turtle.

A vet should help you. A turtle tend to make changes sometimes. If your turtle if alive and kicking, i think it is just changing a shell colour, just like a caterpillar changing to a butterfly!

the white spots on the shell are due to you not having a light or too low of a wattage. this can easily be changes by getting the proper light and the spots will go away.
