NO your internet company DOES NOT keep track of what your downloading. If they recieve a complaint from a cpoyright holder that your downloading or sharing one of their products then they send you a letter telling you that YOU MUST STOP or they will turn off your service. Each ISP has its own rules mine says 3 offenses and they cut you off. It is the copyright holders responsibility to turn you in.

Our ISPs appreciate our business so much. Why would they want to stab us in the back? Does that make sense to you? So long as you do not use the means of ISP doing something illegally against the law. They could care less what we download.

no, because thousands of people use P2P programs for downloading music illegally and no one ever gets caught. even if they do keep track, they dont tell the government.
