but i dont know where i should go to download a application....i tried the NYPD website but when i try to download it, it comes up as signs and not as actual words.....is it the websites fault or my microsoft word?

Look at the site and see if it states what program they used for the application and use that one. There should be a sentence somewhere telling you that.

if you are trying to open the application in word, it won't be readable.
chances are it is in pdf format and you need to have adobe reader.
get adobe reader free at the link below
