does the Microsoft or IBM recruite only at the fixed time according to their plan rigorously or their sections introducing new staff casually for their requirement of working ? I have a chance now,but I am at the crutial point so that I am hardly to attend to the interview.I hope I can get another chance in some months.

Depends. If you are a student, you might be in a "recruiting" or "internship" bucket as Big Corporations DO plan regular college campus recruiting drives or events. If you are getting the lead from the job from a job fair, online or otherwise, they might have you in a "job fair" bucket. However I work for a big corporation in addition to running a job leads service, and fortunately for the economy, corporations recruit to fill positions all the time-- caveat.. they recruit to fill positions when they have positions to fill due to attrition, or plans for a big project release, or windfall profits they want to make to create more revenues, etc..
