Already been done, by nature herself. On rare occasions goats will have a single central horn instead of the usual paired horns. Look closely; some (not all) medieval illustrations of unicorns depict them with cloven hooves and a beard. So if you find a goat like that, clone or breed it and become a unicorn farmer!

for a cool picture.

If you want the 'horsey' kind you'd have to splice in some genes from a species with horns and hope for the best. The closest horned species to horses is a rhino, whose horn is the wrong type and in the wrong place.

Prehaps by splicing the DNA of a horse and those whales in the arctic with unicorn type tusks we could. But I think scientists are still having trouble cloning animals let alone splicing. But I like the way you think.

The other option is to use the DNA of extinct unicorns extracted from mosquitoes like in Jurassic Park.

You could try by breeding a narwal (whale with a unicorn-like tusk) to a horse, but you might just end up with a whale that eats hay. Seriously, I see no way to create one.

Only by grafting a horn on. In the near future we may be able to manipulate the genetic code to make real ones. I doubt anyone will try for quite some time as there are more practical needs to be met first.

never was and will never be ( so it would be cosmetics only and we can do that now with ease but if you want the whole myth the virgin thing will be the problem )

Not today, but maybe in the future, by altering dna, maybe.
