They were invented in the 1970's for espionage purposes. They were going to end the cold war, but then someone added flavoring and they realized they could make a ton of money selling them as candy.

What do you mean "what are they used for?"? They are just a fun candy that pops in your mouth when you eat them. And they are tasty.
