ride withiout your stirrups, ot better yet, remove them completely when you are at home. once a week ride in stirrups and thinjk of how you ride without them and try to mimick that leg. When you have stirrups, stay in two point position for a few minutes. Then when you sit down, your body will be in that mentality of where it is supposed to be. any time you start to feel your leg come up, strand in two point for a few minutes to get your leg down. Riding without stirrups is the best way to cure any leg problem.

Maybe you can have some kind of special stirrup made for you that can correct this problem. Or ask a physical therapist for some tips, they can be great sources of knowledge about things like this. They might be able to reccomend some kind of exercise to help you have more control in your lower legs. Good Luck.

when you are riding try pushing your whole body into your stirrups and tightening your leg muscles against the horses side. you want you feet and legs to be parallel with the horse and if you do that your legs wont move as much. also try (this may sound wierd) but act like you are a sack of potatoes and your boobs are headlights. this means that you want you body to almost sink into the saddle, sit deep, and tighten your butt muscles like you are trying to hold on without legs.
to strengthen your legs, try riding bareback, you have to keep your legs tight against the horse in order to stay on...this helped me a lot with the smae problem
