There are lots of good deals on eBay, sometimes people sell really good computers just because they have upgraded or received a new one as a gift. Concentrate on the actual computer itself when spending your money, don't worry about accessories or extravagant monitors, you can pick these up at any outlet store or separately on eBay cheaper than if you try to get a total package, sometimes people buy a new computer in a bundle and sell the accessories they don't need through eBay. One other note, its a good idea to pay via PayPal, its free for you to use and allows you buyer protection.

Staples, Best Buy, and a bunch of places sell cheap computers, but they only have a small quantity on hand. They call them door busters. If you check the adverts/circulars early, you could make it to the store and buy it. I know dell sells affordable computers, but I don't know if they ship to Canada. I found a 17" widesccreen laptop with dvd/cdr drive, 80 GB HD, XP loaded, etc, for $500USD at Best Buy. They only had 3. I was the 2nd person in line so I got one.
Also, you want to be very careful if you buy a computer used.

I have owned 3 eMachines. Every one of them has been a winner and none of them cost over $400.
My latest came with 512Meg, 80Gig HD, DVD burner, AMD Athlon processor AND a 15" LCD monitor! Only $400 about a year ago.
I bought it at an office supply store. They have great deals sometimes, but Best Buy, Circuit City, and WalMart all sell eMachines. Strangely enough, you pay the most at WalMart but that may be because they never have rebates.

For that amount of money, you'll be looking probably for a Celeron processor though. You might want to just save up a bit more money, then go to Monarch Computer and either have them build a custom, which are quite affordable, or one of their preconfigured ones. Althought they're "preconfigured" you can still choose many aspects of the system hardware.
