Bursitis and tendonitis and limited ROM are very different. If you have bursitis it is an irritation of the bursa sack in your joint. An anti-inflammatory will help the pain, but resting it is the only solution for that. If it gets infected you will need to have it drained and will not be able to surf for even longer. Tendonitis is when the casing of the tendon gets irritated. The tendon cannot flow freely through the casing and will get more irritated the more you use it. Again an anti-inflammatory is a good temporary solution. Icing for 20 minutes after exercising will help keep the inflammation down. Again rest always helps. DO NOT USE HEAT! it will only make it worse. Surfers should not have too much ROM (range of motion) as you are more likely to have worse injuries. I just dislocated my shoulder surfing....It hurt like hell and never want to do it again, and I would never wish it on my worst enemy..... Keep doing your exercises. I know its tedious, but you will have a healthy shoulder and won't ever have to stay out of the water too long.
PS.... a cortizone shot if not done properly can crystalize your tendon and then could snap and break! Cortizone should be a LAST resort and do your research before you have the procedure done..... Make sure you see someone that has done it in the shoulder before..... You would be surprised at how many doctors are willing to do it but have never done it beofre......Please be careful!

those two diseases are very different. they are treated very differently as outlined above. your best bet is to get the pain correctly diagnosed by a doctor (this can be done through xray or mri scan/ct scan). once you are correctly diagnosed, your doctor can prescribe the correct treatment plan. you may benefit from physical therapy a coupld of times a week to strengthen the shoulder and to also provide good stimulation via an e-stim machine, which can be very beneficial for your muscles.
