slopes of parallel lines are the same so the parallel equation would be
y= -2x+b

to figure out b you would plug in the point

-1= -2 (-2)+b

multiply -2 x -2

-1= 4+b

subract 4 from both sides

-5=b

the final equation would be y= -2x-5

y= -2x+c

this passes through (-2,-1)

therefore -1 = (-2*-2) +c

or c = -5
