Was "Terminal City Ricochet" ever actually released?

The movie, which is listed on imdb.com, and has a date of 1990, was made (apparently) in Canada. I have been unable to find it on VHS or DVD. The only way I became aware of it was that I found the soundtrack album at my local record store back in the 90s.

Was it even in theaters, or did it die in production?

It was probably in theaters, that doesn't mean that they ever bothered to release it to DVD/VHS though. If they don't think they can make money off of a DVD/VHS release, then they don't bother with it.
