Most stupid? Bizarro has the lowest IQ, and he's done some superheroing.
Most stupid idea? Pick up any issue from Valiant, or Milestone publishers. All worthless.
Greatest hero, dumbest power? Matter-Eater Lad. The name says it all.
Dumbest power in general? A toss up between "Arm Fall Off Boy" (yes, the name is descriptive of his powers), and "X-Bomb Betty" (She could detonate with the force of an X-Bomb, but only once)

To the people who named of Hulk, Spawn, Wolverine, Spiderman, and Batman, you should be slapped. There are tons of dumb superheros, Aquaman, Namor, Shazam, Powergirl, Superboy, Supergirl, Steel, Krypto the supermutt, the list goes on.

Grow-Arm-Hair-Lad, who could instantly cause long hair to sprout from his arms, found in Directory to a Non-Existent Universe. Also ranking up there are Dishman, who can instantly cause food debris to vanish from porcelain surfaces (at least he didn't call himself Toilet Man) and Verman, who was able to become any kind of insect he wished, by placing his lips on garbage.
