its the CPU- central processing unit. for all those people sayong motherboard: the mobo does nothing except unite all the parts together and provides a method of communication between them. for those who say hard drive: the hard drive can do nothing without instructions from the CPU. for those who say the person operating it: im not getting philosophical in regard to man vs. machine interaction. Basically, the CPU provides instructions to EVERY part on the computer (except the case...but thats just a hunk of metal). without a CPU nothing happens. thats why its called the CENTRAL processing unit.
