That's perfectly legal to hire someone as needed. As far as quitting looking bad on your resume, I suppose it could. Maybe you should start looking for another job while you're currently at this one. At least it's some spending money until you find something with more hours.

If you are a part time employee, there is no law that states how many hours per week you HAVE to work. If you were hired for this schedule, then that is that.
If they reduced your hours, I would speak to the person that handles the scheduling of your hours. Ask why the reduction. If they say it was necessary, then I would tell them that you will be looking for another job, and will remain there until you found another one. That is risky, because they could stop scheduling you altogether, and there would be nothing you can do about it.
Look for another job, and make sure it is something that has the number of hours you desire per week.

For the most part, law regarding the minimum number of hours per shift will be set by state law. You didn't specify where you live, so it isn't really possible to answer your question without speculation.
By the way leaving a job because you only get 4 hours a month is nothing to be concerned about. Gaps in employment can be explained during interviews.

They don't have to let you work any more hours than they want you to work. I don't think anyone would care if you quit a job you visit so seldomly. If you can find another one with more hours then take it. The flower shop doesn't owe you anything and you aren't getting much of anything from them.

Of course it's legal. And if your resume is dependent upon semi-sort of-once in a blue moon-part time work, then you need to quit that job pronto and get a real one.

I live in Canada. Here, you are guaranteed at least three hours of work per week.

If you're part time, your employer can offer you as many or few hours as they want. Unless you have a string of short-term positions, you can explain this resignation easily in an interview - "I was looking for a more permanent, full-time position and that was unavailable with my previous company."

sorry. it is legal. if you would like to make your own hours I would recommend becoming an entrepreneur. they make a lot of money, and own the business so there is no one there to boss you.
