groupers, regardless of fins, can only survive in level 3 envi

You can get some groupers to survive in the second level. But the magic grouper -- the Wasp Grouper -- will survive only after you've completed your environmental research.

Im not sure which one it is, but do all the research and you will not have any problems keeping any of them alive
