Usually No, but it depends on what program it is for. they are usually found in the registry, so not a good idea to mess around in there, unless you are an advanced technician. also a good idea to make backups before deleting anything.

No that is a registry file.It is never a good idea to delete a registry file unless you are absolutely sure it is no longer used by a program.It does no harm to leave it.
