I think its just water stains?

Before you follow the advice of any of the others, whatever you do DO NOT USE CHEMICALS TO CLEAN THE INSIDE OF A FISH TANK. The fish will die if you do so...they are extremely sensitive. If your tank contains salt-water fish, the "white stuff" at the top is completely normal. It is salt that has accumulated during evaporation. Regardless of whether or not your tank is salt-water or fresh-water, only use clean water and a tank safe cleaning pad from the fish store. A little elbow grease and the stain will be gone.

You can get a special synthetic scrubber pad from most pet stores. It's gentle enough that it won't scratch up the glass. Don't use an everyday brillo pad for that very reason. And above all, DO NOT use any type of cleansers in your fishtank, no matter how much you think you've rinsed it away, your fish are still at risk. Just use water and the pad I mentioned.

Empty the tank and wash it with vinegar. Use it full strength, until the lime is gone ( that's the white stuff). Once it's clean, rinse it with PLENTY of water and refill it. This should take care of the problem.

Get a textured cleaning tool, made especially for fish tanks. The white "stuff" might be a build up of ammonia. Check your ammonia levles, if it is high i would get a better filter so your fish dont die...

If you are talking about a fishtank. You can buy a little pad thing from the fish petstore. Don't use anything abrasive on it. You will scratch the glass and then it will really look awful.

they have these scrubby things with long handles at pet co that should take it right off. you dont need to use any cleaner or anything that will hurt your fish, justa little elbow grease. ***make sure you get the right type for you tank. they have ones for glass and ones for acrylic. using the glass one on an acrylic tank will scratch it, and visa versa....

empty the tank, and use vinegar. pour the vinegar onto a paper towel, and put it onto the white stuff and let it sit for about an hour. it should dissolve enough for you to be able to rub it off.

The white stuff is calcium,
Vinegar will do it or you can buy products to clean, bathroom and kitchen cleansers are often anti-calc.
Careful around fish tho....

get some water softner and wash it with a soft scrub or algea brush
