We know rocket was used in Independence according to The Star Spangled Banner "And the rocket's red glare, the bombs bursting in air,"
my question is was rocket also used in civil war?

Rockets have an uneven history - - - yes they saw limited use during the War of 1812 but as been stated by others they were unpredictable and difficult to manufacture. By the time of the Not So Civil War in America rifled gun technology had improved to such a degree that the rockets potential was largely ignored. The only rockets used extensively during the Civil War were signal rockets. There were a few small engagements wherein individual commanders experimented with rockets but the results were discouraging.

The "rockets' red glare" in the War of 1812 at Ft. McHenry, Baltimore, was star-shell used for illumination, and fired from British warships. Not much different than today's fireworks.

I don't know that was used in the Civil War. One thing that was used a bit was rifled cannon, which had greater range and accuracy than regular smooth-bore cannon.

At Gettysburg during the first day, one side or the other had one battery of rifled cannon used to reach some faraway target. It was the only field piece able to do so, and because of its range, the defenders were unable to retaliate.

Rockets, as opposed to illuminating starshells, were developed for use as artillery by a Brit named Congreve during the Napoleonic Wars. They were not very effective as killing artillery, being used more for their demoralizing effect. Congreve rockets were unpredictable and dangerous to both sides.
Civil War artillery focused mainly on rifled cannon or mortars, firing explosive shells.
