I think it's so they can lock the door in case of an emergency. Sometimes those places do close say during some big storm like a hurricane.

Building codes specify how a construction must be made, so a door of a shop must have a lock.
Besides, there may be times when even a shop which is "always open" must close during exceptional times. For example, the place may need to be sealed off for forensic investigators to do their jobs.
If something goes wrong, a place may need to be quarrantined etc...

"7-Elevens' must have locks on the doors to comply with Government Health, Safety and Fire Regulations. Basically, any place of business must meet certain criteria in order to be able to conduct business - a restaurant must be clean, for instance. Incase they get robbed, they lock the person inside the store until the cops get there ?!?!....That's what I saw on TV anyways...The cashier was surrounded by bullet proof glass, & the doors were all locked, so the robber couldn't get back out...

your question made me laugh, but then one year, I lived by a 711, & had an abusive boyfriend, I escaped out the bathroom window & ran straight there, screamed for them to call the police, they saw the guy coming & locked the door, well I was so glad, but yes super great question, & also for other emergency,s. thanks.
