I would try to talk to the parents first. Maybe go down to their house and tell them that the kid is being a nuisance. Be polite but get the point across.
If that doesn't work call the cops. They'll tell the parents that the kid has to knock it off. The parents are ultimately responsible for the kid so they will probably listen to the cops.
The sad thing is that if the parents really don't care then the kid is probably doing it for attention. Maybe try being nice to the kid.

Are you sure you aren't the kid standing in front of someone's house yelling stuff and now you want to know what they can do to you? It really sounds that way to me.
What can you do? Read a book, learn how to tell better stories.

Cal the cops, and get them to talk with her parents. But don't call the 911 number, call the nonurgent number, unless she is throwing rocks, or hitting the kids.

juvenile authorities can be contacted if this child is on your property..but if she or he is on public property..it is a different story. however yelling obscenities or threats is harassment... if the kid comes outside the house call authorities and ask if they will respond.

put the kid to work. nothing discourages kids from coming over to your house like forced labor.

go to everyone you know that has a dog. plant dog terds every 6 inches or so where he walks. if this doesnt help-- get you a junkyard dog and tie him in the yard where this twerp arrives.

I would first ask her what seems to be the matter ; then, if she has a complaint against your kids , assure her that it will be handled then ask her to please leave . If she does not , tell her you may have to report this as harassment .
