The standard " we make better friends" is almost more hurtful than the truth. The straight truth is the best approach compared to leading him on and then creating a worse situation. Make sure to be there as a friend when he needs you and don't let the truth cause an awkwardness.

At an opportune moment emphasize to him that you sincerely value his friendship and like the way things are. If he cannot adjust to that then slowly ween yourself farther apart.

you shouldnt tease him or flirt with him. anything that will make him even fall for you harder will just be more difficult for you and him, it might even make things awkward/weird. you just got to keep reminding him that you are happy to have him as a FRIEND.
