I work with kids, and we use stuff like this almost daily. You could make tonnes of crafts (or donate them to someone who can).
You could make a ball (baby rattle or small dog toy) get a film canister and fill it with a few kernels of corn seal it with tape and then make a ball out of the material and fill it up with batting/filling and be sure to include the film canister. You could make a bunch of these for a rescue in your area :)

With buttons of all sizes, tear small strips, tie a knot in the middle and glue on a button.
Or thread a strip of cloth through the buttonhole.
Then sew/glue onto shirts, gift bags, quilts, pillows, etc...
Also with a rotary cutter, trim each strip (of 10" minimum length) into narrow pieces (think thick cording). Then combine a handful and tie them into a bow. Add to gift bags, shirts, etc...
Use to stuff small pincushions or even small pillows. On a 4" square of fabric(or pieces sewn together), hand embroider a name, sew a backing on (leave a small space for stuffing), stuff with scraps. Glue a bow w/button and give as a gift. For a quilter, buy some cute pins at Hobby Lobby and poke into the "named" pincushion.
Teachers love these litte pillows, especially if they have reading areas in their classroom.
Don't throw your scraps away... never.... :)
From a scrappy quilter....

I used to make pillows with scraps, and now I am saving matching colored scrapes to make a pieced together skirt for myself.
you can also make patchwork bags, like purses, or tote bags, diaper bags etc.
aprons
table cloths or place mats
