You may jest, but in reality if the USA was to do this, the support for terrorism would fall. But in the long term so would the American Economy. Capitalism cannot stand still, it has to grow and expand to survive. US capitalism cannot survive within the limitations of the USA.

This basically turns the U.S. into an isolationist. Even if we can pull it off (I'll explain why we can't later), this will eventually lead to a stagnant society that will tremendously limit our growth in every aspect. Early China and North Korea come to mind as examples of this.
Now. Why we wouldn't be able to pull this off even if we wanted to: first of all, we owe a LOT of money to foreign investment ourselves; we have a lot of debt to pay off right now. So if we do decide to pay off all our loans, we would have less money than we begin with, let alone paying the $35k per person you're thinking of.
Furthermore. If we abruptly shut ourselves off from the world, all our "allies" that's been enjoying our "protection" will have their butts kicked big time: Israel, Taiwan, India, Japan, South Korea, to name a few.
Lastly, the damage is done. We'll be asked for reparations all over for the perceived damages we've done. If we don't bankrupt ourselves, we may get attacked.
Your recipe would definitely bring about WWIII--probably this highly anticipated end-of-times as so many people in the U.S. apparently's been wishing for. So logically it may not make sense, but sell it to the likes of Jerry Falwell, and you might actually get a bunch of Republican congressmen to support it.
Unfortunately I don't have a plan to fix it either. This is like Michael Corleone trying to retire in the middle of Godfather II.

It could work, but it would take more sacrifices than the people are willing to make. We have the food, oil, the work force, and the creativity but we would fall behind on technology. We create things then have them made overseas at a low cost then buy them cheap. If we stopped all of the other people from entering the country, they would never have the opportunity to kill us.

why would you promote taking (stealing) people's foreign investments to give to others who have not earned it, that's wrong to steal. If you want to help poor people teach them to be responsible, and hard working, and plan for future, and don't spend more than you have. But the rest of your question does make a certain amount of sense, except for the fact that we can't let everyone in world have atomic bombs, or we'll all be dead from radiation.

Unfortunately we are in so much debt with China and Japan I dont think this is feasible....If we took out our foreign investments we would have nothing left.
Plus you have to remember that our dollar is weak, and we sold off most of our gold reserves, so all the US money would be worth squat.

How about all the foreign countries that have money invested in America? Are you going to pay them back.Did you know that 7% of America is in the hands of Arabians (money-wise). What do you think would happen if they wanted all that money back?

The consequences of that actions would be clearly more regrettable than ending with terrorism.
