States get funding to feed and take care of homeless people. Either by building shelters, creating free clinics for health issues (mental health or drug abuse) or by creating work training programs to help them learn a trade and hopefully rejoin working society.
Many times if the funds aren't used up in that year the city faces a deduction in next years amount awarded by government agencies.
By people going out that aren't government related and feeding the homeless it is undercutting the state agencies that are supposed to be doing that.
Now of course we all see how well that works. Many homeless are trying to 'stay under the radar' and don't want to go into a shelter or a clinic. Now days you can't be admitted most times without some sort of ID (thanks to 9/11) Again many of those people don't want to be found for a reason.
So kind hearted people realizing what was going on took it upon themselves to help out and feed these homeless. Which pisses off the state (who isn't doing the job right) which leads to dumb*ss laws like you mentioned.

When did this happen? I've never heard of that. They would never be able to enforce that law so it doesn't much matter anyway.
My guess as to why though, is that they want to get the homeless out of Orlando. Most all cities try to get rid of their homeless at some point. Even New Orleans tried to get rid of them.
Honestly though, the homeless in Down Town Orlando have gotten out of hand. My wife had a homeless woman walk out in front of her car while she was driving down a road just so the woman could ask her for a cigarette. When my wife said she didn't have any the old woman rammed her cart into our car.
So good riddens.

I doubt the logic but I have read that cities are trying to prevent the spread of disease by those who use public areas in parks or the like , as a bathroom . They must think if the homeless do not eat they will stop urinating . It seems that it's ok if they starve to death but it is a crime to feed them .Something is wrong here .They are still people. Let them arrest the ones exposing themselves and doing drugs and other crimes . Why should we let them die? It's not even a crime to feed a stray dog .

YES, being that my children can't go visit that beautiful downtown park anymore!!!
Those homeless drug addicted, winos, and alcoholic men have three genuine Homeless food centers, with hot meals, but, they would reather defecate in that park, expose themselves to the children and women, and pass out on the park benches there, ACROSS FROM OUR COURTHOUSE where anyone looking out can see their naked butts!!!!!!
You know that no city council in their right mind would hassle the poor, AND in fact, suport over 14 HOMELESS SHELTERS housing some 6,500 follks daily!!!
There is also the Coalition for the Homeless with it's open cafeteria, serving THREE MEALS each day to over 1,500 men EACH MEAL! and, providing coordination for WORK that pays!
NO POLICEMEN hassle them there, as it is supported by 30 churches, and protected from any hassles.
The men in the PARK are simply squatters on a gorgeous lake with a huge fountain, that is the CENTER for strolling families, and 10,000 Office workers, from DOWNTOWN (two blocks over!) OR, it WAS until they TOOK OVER!!!
All BECAUSE they aren't asked to park the DRUGS, or, the bottles of booze or BEER, while they EAT!
And, it is also a place where the men who meet men but are on the poor side, hook-up! So, here you have over 6 acres of men with their bathroom needs messing the place up!
YOU have seen the MEDIA STORY which is all WRONG, because YOU TOURISTS stay on PRIVATE PROPERTY, when you come to the DISNEY WORLD, where Disney Security kicks out the bums, druggies, exposers, and the alkys!!

Yes logical but inhuman. It was posed to prevent an increase in the number of homeless people. Kinda like feeding geese..... they poop everywhere.
I took Kevin out to launch today...very smart young man...but I live in Miami so it is still legal for me to do so...

They do that in Dallas, TX, too. It's the most ridiculous thing. Our mayor did it because she's being pressured to lower homelessness. I guess a dead homeless person is easier to get rid of than one eating a meal because you helped him/her.
