No, it doesn't. You are who you make of yourself, not some dumbass star in the sky.

Astrology is superstitious nonsense. The trick is known as a "cold read." They list several general comments that could apply to anyone and it's human nature to remember the successes and forget the failures. A study was done where they told the room of people they'd prepared horoscopes for each of them individually based on several criteria. After the people read theirs the tester asked everyone to raise their hand if the horoscope described them accurately. Almost everyone raised their hand. Then they were told that all the horoscopes were the same. You can read about that and more in Carl Sagan's book, "The Demon Haunted World."

libras like beauty and they like peace in the house, um pretty much they would probably make good parents however they can also be the type to not like to deal with or face issues with their children/ and they like to be thought of as "friends" with their older children instead of parental figures.
Its the creative whimsical side of their natures and they have a good positive nurturing side when the children are younger.
(remember this is very general just based on my brother~hes libra /libra rising)....and libras tend to whine instead of face problems squarely.
They are materialistic so he will probably not mind working hard to get his family "nice things" especially "name brand clothes" for the kids (they like labels and nice high end things)
they dont like lots of noise and mess~~they tend to do better in quiet / clean homes......
